Unable to Gift to steam friends#958

Since the new Gifting feature has gone live, I’ve only been able to see one friend on my Gifts list. I have a few friends that play the game, but I only have the option to give one any gifts. I’ve tried a few troubleshooting tips from Steam (logging out then in, ensuring both of us are showing as online, etc.), but none of them seem to work. Are there any tips to fully sync my Steam friends list to the game? Thanks
