Clairen tippers are floorhuggable during tipstun, not just hitstun#821

This has been an issue since at least patch 1.2.5, as that is the earliest nolt board I have found that is still accessible with posts of the issue. There are two in that board to be specific, both with the same title as this post.

In the October Next Fest Demo Patchnotes (which was pointed out in one of the 1.2.5 nolt posts), back when floorhug inputs need to be timed, you will get locked out of doing it by the time normal hitpause ends and tipper stun begins, since timing the input is much easier with the added stun. This has not been the case for quite a long time now. Since patch 1.2.5, floorhugging no longer needs to be timed, which makes it even easier to floorhug during tipstun.

From what I recall, this issue has been known by the devs, but am bumping this since it has been half a year since patch 1.2.5 and it is still present today.
