Ledgegrab lockout after hitstun should be reduced#817

Referring to the patch note in the image from a while back.

In my experience, 10f is too long of a window. I’ve noticed lockouts occuring pretty frequently on moves that aren’t weak recovery moves, and it feels pretty annoying from a gamefeel perspective. Maybe reducing to 5f or somewhere inbetween would help with this.
