I promise you Kragg will be fine without also being able to juke parries on this move that already does way too much. Nothing about the overall strength of the character is impacted by a change like this, I just feel like fighting Kragg side-b is a minigame unto itself given he can:
-armor through far more attacks than you would expect
-cancel it with B
-jump cancel on hit AND on shield
-turn around constantly to mix up the timing when the velocity of the attack is already incredibly misleading
Please if you do nothing else to the game grant me this one wish.

Dont parry, just jump over him. If he doesnt mix up the timing and you actually get the parry he can still roll off and grab ledge.

Theres never any reason to do anything but jump over him.
