Gameplay Accessibility options in private lobbies#779

Some ideas:
Fully customizable game speed slider. (I’m aware training mode has this in increments of .25 but something customizable and available in normal lobbies would be nice)
Input buffer slider that saves with control settings
Toggle floorhug/CC
Rivals 1 mode (no grab/ledge/shield/etc)
Handicap
